These measures encompass all of county government, including the Sheriffโs Office. They also parallel efforts underway at St. Maryโs County Public Schools.ย They are designed to help local government weather the current economic downturn while continuing to provide critical services.
The current Board of County Commissioners and past Boards have managed county finances conservatively, so deep budget cuts in the current fiscal year are not required. ย To guard against the need for drastic action in the coming months, the county has implemented the following steps:
First, initiate a hiring review process before filling any vacant positions.ย This will include all positions except deputy sheriffs and correctional officers.ย It is not yet a full hiring freeze, but a requirement for review and justification.
Second, track all significant revenue indicators and report the results immediately.
Third, conduct a mid-year budget review with the county administrator to review spending patterns and anticipated expenses for all county departments. These reviews will determine any economies that may be gained.ย
Fourth, reduce spending on conferences and training.ย Effective immediately, all conference and training travel outside of the county must be approved by the county administrator or, for the Sheriffโs Office, by the sheriff.
Fifth, intensify energy conservation measures.ย ย The Board of County Commissioners recently signed a joint resolution with the Board of Education; many changes come down to individual action by employees.
Sixth, focus FY 2010 budget planning on maintaining services and keeping strong reserves.ย
Commissioner President Jack Russell said โIt is important that we take action now, before we are faced with urgent circumstances.ย We hope this will do the trick, but if not, weโll be prepared to go furtherโย
โThe Sheriffโs office is committed to being fiscally conservative during this difficult time and reducing spending wherever we can without adversely affecting delivery of service to the community,โ said Sheriff Tim Cameron.
Dr. Michael J. Martirano, Superintendent of Schools, added, โWe want to do everything that we can do now to help us through the rocky times that are coming upon us.โ
