On April 17, at 11:45 p.m., Trooper Logsdon responded to the area in front of front of Catamaran’s Restaurant on Solomon’s Island. Trooper Logsdon made contact with Andre M. Proctor, 34 of Mechanicsville, Proctor was intoxicated and behaving in a disorderly manner and refused orders given by the trooper.
He was arrested and incarcerated at the Calvert County Detention Center.
