On August 28 at 7:51 p.m., DFC Paul Wood conducted a traffic stop on a possible drunk driver traveling eastbound on Md. Route 260 just past the 7-11 Convenience store in Dunkirk.ย
The driver, later identified as Justin L. Hewitt-Patrick, 24 of Huntingtown, was found to be driving under the influence and in possession of suspected drugs.ย He was arrested and charged with driving while under the influence of drugs or alcohol, possession of heroin, possession of marijuana, possession with intent to use drug paraphernalia (silver spoon containing suspected heroin) and possession of controlled paraphernalia (hypodermic syringe.)ย
A lone passenger in the vehicle, identified as David Franklin Scruggs, 33 of Chesapeake Beach, was arrested and charged with possession of heroin, possession of marijuana, possession with intent to use drug paraphernalia, a silver spoon containing suspected heroin and possession of controlled paraphernalia (hypodermic syringe).
