DFC T. Rickard arrested two people on December 28 at 4:00 p.m. on Long Beach Road and Regency Drive in St. Leonard after a traffic stop. The driver, Robert Francis Harvey, 22 of Prince Frederick, and Zachary Samuel Branch, 23 of Baltimore, were each charged with possession with the intent to use drug paraphernalia, rolling papers, and possession of marijuana.
