Ingrid Francis Rafferty (Age 49 of Gaithersburg) was arrested for Violation of a Protective Order by Deputy Jason Maletto. Further check revealed that there was an outstanding Criminal Summons for her as well. She was served the summons by Deputy Kevin Somerville for Telephone Misuse. Suspect Rafferty has left several threatening and harassing phone messages for an undisclosed victim at his place of employment in Leonardtown.
