BALTIMORE — A Lusby man who previously worked as a Harford County emergency medical technician has been indicted on federal child sexual exploitation charges, prosecutors announced.
Jurel Daquone Leo Bowman, 32, of Lusby, is charged with producing child sexual abuse material, coercion and enticement of a minor to engage in criminal sexual activity, receipt of child sexual abuse material and possession of child sexual abuse material.
The indictment was announced by Kelly O. Hayes, U.S. Attorney for the District of Maryland, along with the FBI Baltimore Field Office, Maryland State Police, Upper Allen Police Department, Oklahoma State Bureau of Investigation and the Harford County State’s Attorney’s Office.
Federal prosecutors reported that between August 2022 and April 2026, Bowman sexually exploited minors using his cellphone and an online social media application.
The indictment alleges Bowman paid hundreds of dollars for sexually explicit images and videos of minors. Prosecutors also reported Bowman repeatedly attempted to coerce minors to meet with him in person to engage in sex acts in exchange for money.
Investigators believe there may be additional victims.

The case is being prosecuted as part of Project Safe Childhood, a nationwide Department of Justice initiative aimed at combating child sexual exploitation and abuse.
U.S. Attorney Hayes commended the FBI, Maryland State Police, Upper Allen Police Department and Oklahoma State Bureau of Investigation for their work in the investigation. Assistant U.S. Attorney Victoria Liu is prosecuting the federal case.
