At 3:55 p.m. on Jan. 16, Charles County Sheriffโs Officer A. Celia was patrolling Rathbone Court in Waldorf when he observed an 18-year-old Waldorf man hanging out the window of a vehicle traveling at a high rate of speed. The man fell out of the window and the vehicle sped away.
Officer Celia conducted a traffic stop on the vehicle and discovered its occupants were in possession of marijuana.
Investigation revealed the 18-year-old man was having a drug-related dispute with the occupants of the car and when he reached inside the car, the driver sped away.
The driver, Marc Carlyle McLaughlin, 17, of Waldorf was arrested and charged as an adult with first- and second-degree assault, possession of marijuana and numerous traffic charges.
McLaughlinโs passengers, 15- and 17-year-old boys of Waldorf, were arrested and charged as juveniles with second-degree assault and possession of marijuana. The boys were released to the custody of their parents.
McLaughlin was being held at the Charles County Detention Center pending his appearance before the district court commissioner. The victim was not injured.
