
ANNAPOLIS, Md. — Maryland drivers will see vehicle registration fees rise again starting July 1, 2025, as part of the state’s Fiscal Year 2026 budget. The fee hikes come just one year after the state implemented a dramatic increase in 2024, effectively doubling costs for many drivers.
The Maryland Motor Vehicle Administration (MVA) says the upcoming changes will affect most vehicle owners and are tied to vehicle weight. Passenger vehicles weighing 3,500 pounds or less will now cost $120.50 per year to register, up from $110.50. Heavier cars over 3,700 pounds will see a $30 increase, bringing the annual fee to $191.50. Motorcycle registrations will rise from $95 to $105.
The new rates include the state’s $40 Emergency Medical Services (EMS) surcharge and apply to one-, two-, and three-year renewals.
State officials argue the increases are necessary to address a funding gap in the Transportation Trust Fund and support critical services like trauma care and medevac helicopters. The changes were authorized under legislation passed in 2024 that also restructured registration weight classes and raised the Vehicle Emissions Inspection Program (VEIP) fee from $14 to $30.
“This fee structure is required by state law and supports services that save lives every day,” said Chrissy Nizer, administrator of the MVA.
But the changes are drawing renewed criticism, especially because they follow last year’s sweeping overhaul that raised biennial registration fees for many drivers from around $135 to $221—a roughly 60 percent increase. It marked the first fee hike since 2004.

“Drivers are being nickel-and-dimed with back-to-back increases,” said Del. April Miller, a Frederick County Republican. “It’s placing a real burden on working families, especially those with larger or older vehicles.”
Motorists have also voiced frustration. “We all know the fees went up 60 to 80 percent last year,” one Maryland resident wrote in a public online forum. “Now they’re going up again, and there’s no explanation.”
AAA Mid-Atlantic spokesperson Ragina Ali acknowledged the state’s funding challenges but said the hikes come at a tough time for consumers already dealing with high prices on essentials like food, gas, and insurance.
“Motorists continue to bear the brunt of these cost increases,” Ali said. “It’s critical that the state ensures this revenue is used transparently and efficiently to improve road conditions and emergency response services.”
The latest budget also includes new biennial surcharges for electric and plug-in hybrid vehicles—$250 and $200, respectively—to offset declining gas tax revenue.
While Maryland transportation officials have said the changes are meant to reflect the wear heavier and alternative-fuel vehicles place on roadways, some lawmakers argue that the rapid succession of hikes lacks sufficient public engagement.
“Many people were caught off guard last year,” said Miller. “We need to do a better job of communicating these changes and making sure they’re fair.”
Drivers renewing registrations after July 1 will be subject to the new fees. A full fee schedule for all vehicle types is available through the MVA website.
