Conducted in the early morning hours of Monday, May 13, 2019, Operation ‘Spring Cleaning P2’ resulted in ten individuals being arrested on several criminal indictments to include an additional charge subsequent to arrest. The thirteen month undercover operation ran simultaneously with Operation ‘Spring Cleaning’ which was carried out in March 2019. All arrests were made without incident.
The operation was initiated by Westmoreland County Sheriff’s Office Narcotics Detectives in conjunction with the Tri-County Drug Task Force which is comprised of the sheriff’s offices of Caroline, King George and Westmoreland, the Naval Criminal Investigative Service and Virginia State Police. Colonial Beach Police Department, Northern Neck Regional Jail and Rappahannock Regional Jail assisted during the morning operation.
Those arrested to include charges are:
Melonie S. Allison, 44, Town of Colonial Beach, one count of possession of a Schedule I or II narcotic (Cocaine). $2,500 Unsecured Bond
Demetrius T. Byrd, 28, Town of Colonial Beach, one count of distribution of a Schedule I or II narcotic (Methamphetamine). $2,500 Unsecured Bond
Lisa M. Foster, 43, Town of Colonial Beach, two counts of distribution of a Schedule I or II narcotic (Oxycodone) being a 2nd offense and one count of conspiring to distribute being a 2nd offense. Also charged with Probation Violation. No Bond
Michael F. Hall, 34, Town of Colonial Beach, one count of distribution of a Schedule I or II narcotic (Oxycodone). $2,500 Unsecured Bond
Eric V. Landis, II, 22, Town of Colonial Beach, one count of distribution of a Schedule II narcotic (MMMP), one count of distribution of a Schedule III narcotic (Suboxone) and two counts of distribution of an imitation narcotic (Heroin, ‘Molly’). Also charged with one count of possession of Marijuana subsequent to arrest. No Bond
Josh G. Reese, 47, NNRJ, two counts of distribution of a Schedule I or II narcotic (Heroin, Oxycodone) being a 3rd or subsequent offense and one count of conspire to distribute being a 3rd or subsequent offense. No Bond
Melvin H. Saunders, Jr., 31, King George, two counts of distribution of an imitation narcotic (‘Molly’). $1,000 Secured Bond
Timothy B. Seward, 35, NNRJ, one count of distribution of a Schedule I or II narcotic (Cocaine) being a 3rd or subsequent offense. No Bond
Malique A. Smith, 19, RRJ, one count of distribution of a Schedule I or II narcotic (Cocaine) and one count of distribution of a Schedule I or II narcotic within 1,000 feet of school property. No Bond
Justin L. Williams, 27, Town of Colonial Beach, two counts of distribution of a Schedule I or II narcotic (Oxycodone). $1,000 Secured Bond
