William Maldonado 3rd (Age 19 of No Fixed) was stopped by Deputy Sarah Lacey as she conducted a Crime Prevention Check of the commuter’s parking lot in Charlotte Hall.
Maldonado was acting suspicious.
As Deputy Lacey spoke to him a pipe cleaning device fell out of his pants leg. An additional search revealed a quantity of marijuana and cocaine.
