
PRINCE FREDERICK, Md. — A Prince Frederick man is facing multiple animal cruelty and related charges after a criminal summons was issued in late April following an investigation into a severely neglected dog found suffering in Calvert County.
Shawn M. Feagan, 42, of Prince Frederick, was charged following an investigation by Calvert County Animal Control stemming from a March 27, 2026 incident on Darylmpyle Road.
According to charging documents, officers responded to the area and located a red-colored dog named “Chief” lying in the roadway, unable to move. The dog was described as extremely thin, covered in fleas, and suffering from visible medical issues, including diarrhea and signs of severe neglect.
Animal Control officials reported that Chief had no access to proper shelter, food, or water and appeared to have been left in critical condition. The dog was transported to the Linda L. Kelley Animal Shelter, where veterinary staff documented multiple serious health concerns, including dehydration, infections, and other untreated conditions.
Despite medical efforts, Chief’s condition was determined to be critical, and the dog was later humanely euthanized due to the severity of its suffering.
Investigators identified Feagan as the owner of the dog through microchip records and follow-up investigation. Authorities also allege that Feagan abandoned the animal and failed to provide necessary care, including food, water, shelter, and veterinary treatment.
Further investigation revealed a second dog, identified as a mastiff named “Sophie,” which authorities say Feagan attempted to conceal from Animal Control officers. Officials also reported that the dog was not properly vaccinated against rabies and was not licensed as required.
Court records show a criminal summons was issued on April 24, 2026.
Feagan is charged with animal cruelty, multiple counts of failing to provide proper care, abandoning a domestic animal, and several counts of interfering with enforcement, along with local ordinance violations related to animal licensing and vaccination requirements.
A hearing is set for June 8, 2026, in Calvert District Court.
