WALDORF, Md. — An Oxon Hill man was charged after investigators alleged he pointed a handgun at two people during a road-rage encounter in Waldorf, where officers later found a bullet hole in the victims’ vehicle and recovered a projectile from the trunk, according to court documents.

Parren Eric Swann, 61, of Oxon Hill, is charged with two counts of first-degree assault, illegal possession of a regulated firearm, use of a firearm in the commission of a felony or violent crime, handgun on person, loaded handgun in a vehicle, two counts of second-degree assault and reckless endangerment.

The charges stem from an incident reported around 8:17 p.m. May 10, 2026, in the area of Brookwood Drive and Billingsley Road in Waldorf.

According to the statement of probable cause, Charles County officers were dispatched for a report of shots fired and found a burgundy Chevrolet Malibu with a damaged front passenger tire. Officers made contact with two alleged victims near Brookwood Drive.

One of the alleged victims reported turning onto Brookwood Drive from Billingsley Road when a black Jeep approached from the wrong side of the road. The driver stopped, honked, and the driver of the Jeep got out while holding a handgun.

Court documents state the man approached the passenger side of the Malibu and pointed the handgun toward the vehicle. The driver attempted to speed away, but the front axle broke, preventing the vehicle from moving farther.

The man then allegedly came back to the passenger side of the vehicle and pointed the gun toward the passenger-side window. Charging documents state the driver saw the man with the gun and pleaded for him not to shoot.

A second person in the Malibu reported the same vehicle had been driving toward them before the encounter. That person also reported seeing the man get out of the Jeep with a handgun, approach the passenger side and point the firearm toward the window.

Court documents state officers later observed a bullet hole in the rear quarter panel on the driver’s side of the Malibu. A projectile was recovered from the trunk.

Investigators also contacted residents on Brookwood Drive and reviewed footage from a Ring camera. According to charging documents, the video and audio from the residence corroborated the victims’ accounts, and two gunshots could be heard.

Swann was identified as a suspect based on prior interactions with officers in the Brookwood neighborhood, according to court documents. Investigators also wrote that Swann is known to operate a black Jeep matching the vehicle described in the incident.

Court documents state Swann was the respondent in a final protective order and that the petitioner associated with the protective order resides in the Brookwood neighborhood.

A search-and-seizure warrant was issued by District Court Judge Patrick J. Devine for Swann’s residence, his black Jeep and his person.

On May 26, detectives and officers from the Prince George’s County Police Department served the search warrant. Swann was located in the parking lot and spoke with investigators. Court documents state Swann admitted being involved in the road-rage incident but denied being aware of any shooting.

During the search, investigators recovered a .38-caliber Taurus revolver, .38-caliber ammunition and a black cellphone from the residence, according to the statement of probable cause. The black Jeep was parked in the driveway.

Investigators also learned Swann had a storage unit at a facility in Waldorf. A second search-and-seizure warrant was signed by Charles County Circuit Court Judge Stephenson for the storage unit.

During the storage unit search, investigators recovered a Smith & Wesson semi-automatic handgun, a Smith & Wesson revolver, a Ruger revolver, 9mm ammunition and paraphernalia, according to court documents. Investigators wrote that the firearms are regulated in Maryland and that the storage facility is located about two miles from where the incident occurred.

Charging documents state Swann is prohibited from possessing regulated firearms because he is the respondent in an active protective order.

Court records show Swann was ordered held without bond on May 26. A bail review hearing was held May 27 before Judge Patrick J. Devine in Charles District Court, where Swann remained held without bond.

A preliminary hearing is set for June 24, 2026, in Charles District Court.
