GREAT MILLS, Md. — A Great Mills man with a lifetime requirement to register as a Tier III sex offender is being held without bond after authorities said he failed to complete his mandatory quarterly registration this summer.
According to charging documents, Israel Holmes, 26, of Great Mills, was convicted in 2018 of a felony sex offense in the St. Mary’s County Circuit Court. As a result of that conviction, he is designated a Tier III sex offender and must register in person with law enforcement four times per year for the rest of his life.
Court records state Holmes last completed his registration on Feb. 25, 2025. On that day, he signed and received an official notice form that indicated his next required registration date was June 10, 2025. In addition, the St. Mary’s County Sheriff’s Office Sex Offender Registry Unit sent an email reminder to Holmes’ registered email address on May 13, 2025. An automated system also sends out phone and email notifications before the deadline.
Despite these notifications, Holmes allegedly failed to appear at the District 3 Office to register on June 10. An arrest warrant was requested, citing his failure to comply and his prior sex offender violation convictions. The warrant was issued on June 30 but not served until Aug. 24, 2025, when Holmes was taken into custody.
Holmes has been charged with failing to register as a sex offender. Under Maryland law, a subsequent conviction for this offense carries a mandatory minimum of 90 days and a maximum penalty of up to 10 years in prison.
At a bail review hearing on August 25, 2025, Judge Karen Christy Holt Chesser ordered Holmes to continue to be held without bond. A trial is currently scheduled for September 25, 2025.
