Where are the parents, when I was 14 if I was caught out of the house at that time I would suffer severe consequences. Charge his parent/parents with child neglect.
Go after the parents.
Out of the house at 1230 am on a school night and carrying a loaded handgun. Shocking!!. Agree with Wild Bill. The parents need to be investigated and held responsible.
