Greenbelt, MD— On November 27, 2016 at 1548 hours, members of the Maryland State Police College Park Barrack were patrolling the area of Southway and MD 193, Prince George’s County, Maryland.

While patrolling, Trooper Joseph Bagonis observed a moped exiting MD 295 (Baltimore Washington Parkway). A moped is not permitted to be operated on MD 295. A check of the moped revealed it was stolen from Baltimore City in October of this year. The driver, Whittied, Kevin J., 34 years of age and passenger, Whitaker, Richard L., 29 years of age, both of Washington D.C., were taken into custody without incident.

A probable cause search of the operator and passenger was conducted. A loaded handgun was discovered on the passenger. The Maryland State Police College Park Barrack learned that the handgun was stolen in Washington D.C. earlier this month.

Additionally, the driver had an active arrest warrant through Charles County Sheriff’s Office for failure to appear.

Whittied and Whitaker were processed and taken before a Prince George’s County District Court Commissioner and are pending disposition.  Both were charged with various theft, handgun and traffic violations .
