
OWINGS, Md. — A Lothian man is facing felony and misdemeanor charges in Calvert County after deputies say he resisted arrest and was found with suspected crack cocaine and PCP during a late-night encounter at a gas station.
Charging documents filed in District Court state that Daniel Lee Riggs Sr., 64, was arrested on Dec. 6, 2025, after a deputy observed him urinating behind the Dash Inn gas station on Chesapeake Beach Road in Owings.
Deputy Newton of the Calvert County Sheriff’s Office reported that Riggs became nervous during a frisk, attempted to flee, and had to be restrained on the ground before being handcuffed.
A search revealed a brass smoking device with residue believed to be crack cocaine, along with a vial containing a liquid suspected to be PCP. Deputies also recovered cash in assorted denominations, which they said was consistent with street-level drug distribution. Riggs was transported to the Calvert County Detention Center.
He is charged with disorderly conduct, resisting arrest, possession of drug paraphernalia, possession of a controlled dangerous substance, and possession with intent to distribute PCP.
Riggs was initially held without bond on Dec. 7. At a bail review hearing the following day before Judge Michelle R. Saunders, his bond was set at $5,000, with $500 posted in cash. A preliminary hearing is scheduled for Jan. 2, 2026, in Calvert District Court.
The case remains pending, with evidence submitted to the Maryland State Police laboratory for analysis.
