
NEWBURG, Md. — A Capital Heights man is facing a misdemeanor charge after authorities say he resisted arrest during a traffic stop near the Harry W. Nice Memorial Bridge in Charles County.
Joisel Oscar Guerra-Rojas, 37, was arrested Dec. 19, 2025, following a traffic stop along U.S. Route 301 near mile marker 5, according to charging documents filed in Charles County District Court.
A Maryland Transportation Authority Police officer reported observing a gray Nissan Murano traveling at a speed well above the posted limit while monitoring southbound traffic using LIDAR equipment. The vehicle was stopped after being clocked at 68 mph in a 55-mph zone, police said.
During the stop, officers learned the driver did not possess a valid driver’s license. The front-seat passenger, later identified as Guerra-Rojas, provided identification and was found to have an active bench warrant issued in Kent County for failure to appear, according to the statement of probable cause.
Police said that when Guerra-Rojas was asked to step to the rear of the vehicle, he attempted to flee on foot and tried to jump a nearby metal guardrail. He was apprehended a short distance away by responding officers and taken into custody without further incident.
Guerra-Rojas was charged with resisting or interfering with arrest, a misdemeanor under Maryland law. Court records show he was ordered held without bond following a bail review hearing on Dec. 22, 2025.
A trial is scheduled for Feb. 13, 2026, at 1 p.m. in Charles County District Court.
