
PRINCE FREDERICK, Md. — Ahead of the scheduled FY27 budget vote, Calvert’s Board of County Commissioners (BOCC) is continuing to hold work sessions to clarify aspects of the budget the public needs to know.
At the May 12 meeting, Chief Financial Officer Malena Brookshire reviewed different types of funds included in the budget and how they’re used. Brookshire also covered the process of fund transfers from the General Fund, why they’re used, and how they work.
Calvert County has several categories of funds:
- Enterprise Funds: Fee-supported services
- Special Revenue Funds: Restricted/dedicated purposes
- Grants: Reimbursable or matched funds
- Capital Improvement Plan: Long-term capital investment
Many funds in Calvert fall under the “special revenue funds” category. Funds include Enterprise, Economic Development, Planning & Zoning, Public Safety, Calvert Marine Museum, Calvert Library, Community Resources, Parks & Recreation, Communications & Media Relations, Grants, and Capital Improvement Plan.
FY27 will also include two new funds: the Senator William H. Amoss Fire, Rescue, and Ambulance (AMOSS) Fund, which is specifically used for volunteer fire departments, and an Emergency Medical Services (EMS) Cost Recovery Fund, supported by a $3,150,000 transfer from the General Fund and to be used for VFDs and Career EMS.
“This framework is important because it helps the board and the public understand what budget total actually represents,” Brookshire said.
Brookshire also said that it’s important to understand that funds are different from the county’s operation budget, and in a balanced fund budget the revenue and expenditure will match.
