At approximately 4:12 pm on February 28, Trooper First Class D. Collins was on routine patrol on southbound Route 5 at Route 301, Waldorf when he observed a 1996 Toyota Corolla. TFC Collins observed both rear windows of the vehicle were broken.
The vehicle made a u-turn across the sold double lines and proceeded northbound on route 5. TFC Collins activated his emergency equipment and stopped the vehicle. Upon initial contact with the operator, TFC Collins observed the operators clothing to be heavily soiled and the contents of the vehicle to be in disarray.
He also observed a hypodermic needle in plain view beside the driver’s seat. The driver identified himself as Tate Colin Lucas, 27 years, of La Plata. A computer check revealed him to be suspended. The operator was arrested. A search incident to the arrest revealed (4) hypodermic needles, 2 spoons with suspected trace heroin residue, 1 glass smoking pipe containing suspected crack cocaine, and 1 glass jar containing suspected heroin inside of the operators coat pocket.
Lucas was transported to the Charles County Detention Center pending a bond review.
