
LA PLATA, Md. — Applications are now open for the 2026–27 Academic Scholarship offered by Delegate Debra M. Davis for residents of District 28 (Charles County). The scholarship is designed to support local students in furthering their education, especially first-generation college students and non-traditional learners pursuing certificates, licensures, or degrees.
To be eligible, applicants must:
- Reside in District 28
- Complete the FAFSA by April 1, 2026
- Application Period: January 15, 2025 – April 1, 2025
- Submit a 1,000-word essay on: “What does “paying it forward” mean to you? Describe how you have given back or plan to give back to your community, and why that commitment matters to you.”
Both full- and part-time students may apply. The scholarship applies to community colleges, four-year institutions, and accredited private career schools in Maryland. Students may also be eligible to use the scholarship for out-of-state schools under special conditions (e.g., military service, unique majors not offered in Maryland).

The Charles County Scholarship Fund application is now open through Sunday, March 1, 2026, giving eligible CCPS seniors access to more than 75 local scholarships through one streamlined form. The CCPS College and Career Readiness portal also features a variety of tools to help students with post-secondary planning. Resources include:
