LA PLATA, Md. — Legislation aimed at dissolving the Charles County Gaming Permit Review Board has advanced in the Maryland General Assembly, with House Bill 841 (HB 841) passing its second reading in the House. The bill eliminates the board and shifts oversight of gaming permits and regulations to the Charles County attorney.

Supporters argue that eliminating the board streamlines gaming oversight by consolidating duties within an existing county office, reducing redundancy in the permitting process.

Gaming events in Charles County—such as carnivals, bazaars, and raffles with prizes exceeding $1,000—must be conducted by fundraising organizations with at least five years of prior presence in the county. These organizations are required to obtain permits for each gaming event.

Key Provisions of HB 841

The board, which previously reviewed gaming permit applications, made recommendations on gaming regulations, and maintained records related to gaming events, will no longer operate. The cross-filed Senate Bill 730 (SB 730) mirrors the House version.

Responsibilities now assumed by the county attorney include:

  • Reviewing gaming permit applications
  • Overseeing modifications to gaming regulations
  • Maintaining records related to gaming activities
  • Carrying out any additional gaming-related duties assigned by the county commissioners

Current Law and Board Composition

Before this legislation, the Charles County Gaming Permit Review Board consisted of seven members, including representatives from law enforcement, finance, and community fundraising organizations. The board played a critical role in ensuring compliance with local gaming laws, making recommendations to county commissioners, and overseeing the permitting process.

Local organizations that rely on gaming events for fundraising will need to work directly with the Charles County attorney’s office for permit applications and compliance.
