Welcome to Marylandโ€™s Child Well-Being Scorecard. For more than 15 years, the Governorโ€™s Office for Children (the Office) and other child-serving agencies have utilized the Results-Based Accountabilityโ„ข framework to focus planning, decision-making, and budgeting on desired results and outcomes. The Child Well-Being Scorecard represents the Governorโ€™s Office for Childrenโ€™s latest effort to track and consolidate data from multiple agencies and jurisdictions to ensure greater transparency and allow for improved evaluation of programs.

On this page, you will find an overview of Results-Based Accountabilityโ„ข, a link to the Officeโ€™s most recent Results for Child Well-Being report, and links to pages highlighting the prioritized results and programs for each of Marylandโ€™s 24 Local Management Boards.

Results and Indicators

Results-Based Accountabilityโ„ข identifies a result to achieve, selects indicators that act as proxy measures for the result, tells the story behind the data, identifies necessary partners and effective strategies, and develops an action plan and budget. Traditionally, the Governorโ€™s Office for Children, on behalf of the Childrenโ€™s Cabinet, has issued the annual Marylandโ€™s Results for Child Well-Being report. This report provides information on eight Results from areas known to affect a childโ€™s ability to grow up healthy and secure. Within these eight Results, the Childrenโ€™s Cabinet tracks 28 indicators that allow decision-makers to assess the progress being made in improving the well-being of Marylandโ€™s children.

Results Scorecard

In order to modernize the data reporting process and make it more useful for the Local Management Boards and Marylandโ€™s citizens, the Governorโ€™s Office for Children will now be utilizing the Results Scorecard performance management software developed by ClearImpact, LLC. The Scorecard will allow performance measures for all Local Management Board programs funded through the Childrenโ€™s Cabinet Interagency Fund to be featured on the Governorโ€™s Office for Childrenโ€™s website. These data, along with a background of the Local Management Boards and their programs, are available on the left menu of this page.

Additionally, beginning in 2017, Marylandโ€™s Child Well-Being Scorecard will serve as a replacement for the annual Results for Child Well-Being report. This will allow for a number of improvements in the way the Office shares data and information with the Local Management Boards and the public. The Scorecard will operationalize a number of improvements, including:

  • The development of a greater level of transparency both at the State and jurisdictional level. In addition to data and narratives for all of the Results and Indicators tracked by the Governorโ€™s Office for Children, the Office website will now feature information on all of the Local Management Board programs funded by Marylandโ€™s Childrenโ€™s Cabinet.
  • A more efficient and effective reporting system for the Local Management Boards and the Governorโ€™s Office for Children. The Scorecard will serve as a hub for all program performance measures and allow both the Office and the Local Management Boards to view changes over time and better identify both successes and areas in need of improvement.
  • User-friendly reports. Visitors to the Governorโ€™s Office for Childrenโ€™s website will be able to view reports for specific Results and Indicators that will include historical information and in-depth discussions through the stories behind the data.
