The Charles County Commissioners wish to announce they are seeking contact information for vendors interested in performing economic development functions for Charles County Government.
The County Commissioners of Charles County, will be soliciting proposals from qualified entities to select a contractor to promote Economic Development in Charles County. The successful bidder will manage and coordinate Economic Development activities for Charles County Government, and will essentially assume the functions previously conducted by the Charles County Department of Economic Development.
Charles County is uniquely positioned as a hub for Washington, DC, Richmond and Baltimore. The strategy for successful economic development has changed over the years. The Charles County Government Department of Economic Development was created in 2004. Prior to that time, the Economic Development Center was a private development association. This association was sponsored by the local government and received a financial grant to offer services. At the present time, the County seeks to outsource economic development services, expecting to attract enthusiastic, professional talent interested in working with a local government to meet their objectives.
The County’s intent is to achieve a balance in commercial, industrial, and residential growth as measured by the assessable tax base, per capita income and average County wages. The firm selected will work in close coordination with the Economic Development Advisory Council to promote economic development in Charles County through innovative business retention, expansion and location policies; promoting a favorable regulatory climate for business; and maintaining a thriving business climate and high quality of life where citizens can live, work, and prosper.
It is anticipated that the Request For Proposals will be published within the next 60-90 days, and this Notice Of Intent is intended to provide advance notice of the RFP to allow interested parties to register with the Charles County Purchasing Division. Notice of the RFP will be published in the Maryland Independent, and will be placed on the County Bid Board (http://www.charlescounty.org/apps/bidboard/public/index.jsp), and E-Maryland Marketplace https://ebidmarketplace.com/).
Interested parties may register their desire to be informed when the RFP is published with the Charles County Purchasing Division by email only, to: puradmin@charlescounty.org. Reference RFP 10-41 in the email.
The County Commissioners reserve the right to reject any or all proposals and to waive any informality in the proposals received when such waiver is in the best interest of Charles County. Qualified small, local, and Minority Business Enterprises are encouraged to respond to this solicitation.
