
PRINCE FREDERICK, Md. — A traffic stop in Prince Frederick led to multiple drug-related charges against a Huntingtown man and an additional charge for a Sunderland man after authorities said one of the occupants refused to comply with commands during the investigation.
According to court documents, the incident occurred around 4:17 p.m. on April 3, 2026, when a Calvert County deputy observed a white Chevrolet Silverado traveling on Solomons Island Road near Main Street. The vehicle was stopped after the officer noticed window tint darker than allowed under Maryland law.
During the stop, the driver was identified as Pedro Alonzo Rice, 56, of Sunderland, and the passenger as Brian Edward McKay, 47, of Huntingtown.
Authorities reported that as the deputy approached the vehicle, Rice was observed with a freshly lit cigarette, and both men were questioned about their travel. The two told the officer they had just left the Maryland State Police Barrack in Prince Frederick and were heading back to work.
While speaking with the occupants, the deputy suspected possible drug activity and requested assistance. A K9 unit later responded, and the dog alerted to the presence of narcotics inside the vehicle, according to charging documents.
During the investigation, McKay reportedly complied with commands, but Rice refused multiple orders to exit the vehicle. Deputies ultimately removed Rice from the truck and took him into custody without further incident.
No contraband was ultimately recovered from inside the vehicle, officials said.
Rice was charged with obstructing and hindering in connection with his refusal to comply with law enforcement commands. He was later released on his own recognizance.
McKay faces multiple charges, including possession of a controlled dangerous substance (not cannabis), possession of paraphernalia, altering a drug/alcohol test, and possession of contraband in a place of confinement.
McKay was held without bond following his arrest. A bail review hearing was held on April 6, 2026, before Judge Robert B. Riddle in Calvert District Court.
A hearing is set for May 20, 2026 in Calvert District Court.
