Dep. John Harms conducted a traffic stop on a vehicle on Rousby Hall Road near Anchor Drive in Lusby on July 26 at 3:27 a.m.
The driver, later identified as Carlton Glenn Moyer, 46 of Lusby, was found to be driving under the influence of drugs or alcohol. Moyer was also found to be in possession of a controlled dangerous substance, Xanax.
He was arrested and charged with driving under the influence and possession of a schedule IV drug, Xanax.
