
WALDORF, Md. — A 63-year-old man with no fixed address is accused of assaulting three people at a Waldorf convenience store, including a woman who tried to help him while he was bleeding, according to charging documents.
Norman Randolph Jenkins is charged with three counts of second-degree assault tied to an incident on Friday, Nov. 14, 2025, at the Dash In on Crain Highway.
Trooper First Class E. Waldow was dispatched to the store for a report of an intoxicated person and arrived to find a woman sitting on a curb outside, crying and pressing a napkin to her face as medics treated her. She told the trooper she did not know Jenkins and said he attacked her without warning inside the store.
Earlier, according to the statement of probable cause, the woman had seen Jenkins lying on the floor, bleeding from the nose. She brought him wipes and a clean shirt to help. She said he later became angry when she refused to drive him to a bank, followed her around the business and ultimately assaulted her inside the store.
A male customer told investigators he intervened after seeing Jenkins strike the woman. He reported that he fought with Jenkins and hit him with a closed fist, knocking him to the ground and stopping the assault until law enforcement arrived, the filing states.
Outside in the parking lot, a second woman reported that Jenkins approached her from behind and, without speaking, struck her in the back of the neck with what she described as a “karate chop.” She declined to be taken to a hospital but reported neck pain.
Jenkins was first ordered held without bond on Nov. 14. Bail review hearings were held Monday, Nov. 17, before Judge Kenneth A. Talley, Tuesday, Nov. 18, before Judge Patrick J. Devine, and Wednesday, Nov. 19, before Judge Robert B. Riddle. In each hearing, his status remained hold without bond at the Charles County Detention Center.
Trial date scheduled for Jan. 13, 2026, in Courtroom 1 at Charles County District Court.
