WHITE PLAINS, Md. – On August 9 at 7:25 p.m., Charles County Sheriff’s officers responded to a call for a sexual assault that occurred at a house in the 7300 block of Tottenham Drive in White Plains.
When officers located the victim, she reported she was sexually assaulted at gunpoint inside the home. The victim, a house cleaner, was inside the house when a resident, Jordan Keith Proctor, age 29, approached her, displayed a firearm, threatened to shoot her, and placed her in handcuffs. He sexually assaulted the woman and beat her repeatedly over the course of several hours, before allowing her to leave.
The victim called 9-1-1, and officers responded to the house. A short time later, the suspect exited the home and was taken into custody. A search warrant was obtained, and evidence, including a firearm, was recovered.
The victim was transported to a hospital where she was treated for multiple injuries including a possible fractured jaw. Proctor was arrested and charged with first-degree rape, first-degree assault, sex offenses, false imprisonment, use of a firearm during the commission of a violent crime, and other related offenses.
On August 12, Proctor was released from the Charles County Detention Center after a judge ordered he could be released on electronic monitoring. Det. Singh is investigating.

Wow, released on monitoring after committing those types of crimes? That is insane, most likely a liberal judge for sure.
You made it about politics! Good for you!
Come to think of it, politics has everything to do with respect of laws and punishments. Guess I’m the Dummy
What the hell is wrong with our justice system. Unbelievable
He raped a woman at his own house, and was released with an ankle monitor where he will be required to stay, yes you guessed it, at his own house..
I think that is time for our local government to start building new detention centers to hold people such as this person. What is the ideology of letting a violent criminal back into the public? Has anyone ever done a study to see just how many people who are released on electronic monitoring have committed more crimes while being monitored? It appears that our judicial system has become a farce, the same system that was designed to protect innocent people now seems to put the criminal’s rights ahead of the victims. SMH !
Liberal judges have to go
That judge is worthless!
What in the heck is going on with the Charles County Judicial system?? Get real. Wondering which judge?
Unbelievable!!!! This country is so out of control. Same on you people!
Charles County has failed its citizens ONCE AGAIN!!! Thank your lovely commissioners. The ones who directly let the criminals out. And the ones who lean on the others to continue to do so. That town and Great Mills have both become stains on Southern Md.
Not to make it sound like a bad made for TV movie, but based on this POS’ behavior do you think the judge gave one second of thought to the fact that he will probably hunt this woman down and ensure she doesn’t testify?
“but based on this POS’ behavior”
Oh, thought you meant the sludge …err I mean judge!
Why would you let a predator out on Electronic monitoring, he should be kept in jail where he belongs.
There’s a whole lot of “liberal judge” this and that being thrown around. I’m guessing liberal judges like to let criminals go…. then Aileen Cannon and the 6 conservative Supreme Court justices must all secretively be liberals… it only makes sense according to your logic.
Woww
Soros $ on the bench
Charles County, land of the free criminal
One would wonder what this judge would say/do, if the victim was their own daughter?
Preach!!!
Find the ones that let him go, and charge them with accessory to his crime. Period. It is time to stop letting violent people walk free. Lock these monsters up and lose the key.
