This week in Annapolis — Governor Larry Hogan[R] gave his State of the State address, outlining his plans for Maryland this year. Meanwhile, the General Assembly began gearing up to review the governorโ€™s vetoes next week. Among the bills introduced ranged ones that would begin to legalize cannabis in the state, and creating work benefits for those afflicted with COVID-19.

  • Governor Hogan gave his 7th State of the State address Wednesday. In his speech, he reflected on the events of last year and commended the perseverance of Marylanders. He also stood his ground on schools reopening in the state, pushed for the “Relief Act of 2021,” promised tax cuts for retired Marylanders, and addressed concerns over the current vaccine rollout.
  • House Majority Leader Luedtke gave the Democrats rebuttal to the address, advocating for the governor to join the General Assembly in their efforts to tackle systemic racism in the state, a topic that was notably absent from Hoganโ€™s address.ย 
  • The General Assembly also announced new measures aimed to increase efficacy in distributing unemployment benefits throughout the state. This effort is being spearheaded by both House Speaker Jones and Senate President Ferguson.


Bills to watch

  • SB00725 –ย Workers Compensation โ€“ Occupational Disease Presumptions, this grant certain employeesโ€™ compensation after being afflicted with COVID-19 that was contracted as a result of their work. Status: Introduced in the Finance Committee.
  • SB0708 – Cannabis Legalization and Regulation – This bill would begin the process of legalizing cannabis in Maryland and would establish a basic legal framework for the practice. It also has provisions that would grant funding to various social and community programs. Status: Introduced in the Senate committee of finance, budget, and taxation.
