The Navy has announced the first full and open rolling admissions for its Seaport-e contract since 2008 will occur in April 2010. The Seaport-e contract vehicle allows prime contract holders to compete for billions of dollars in task orders across Navy and other eligible purchasing agencies. The contract has not been without its share of controversy.
In March of 2009 the Inspector General issued a scathing report on the misuse of the contract by several Navy agencies. Since that report, many changes and improvements have been enacted at NAVAIR and other commands that use the contract. Still, the contract remains highly sought after and is mandatory for the Navy to purchase some types of services. Many firms will be competing to join the over 2,000 large and small business primes already on the contract.
Lee Moon, President of Iona Moon, a local defense consulting firm said, “It is an exciting time because it’s been two years since the Navy opened up the contract to new primes, and the types of acquisition strategies being used have changed since inception. We are seeing more work set-aside for 8(a) and other small businesses using Seaport-e.”
