No Quorum For Charles County Commissioners Today, Public Comment Canceled And Budget Talks Delayed

LA PLATA, Md. — A lack of quorum forced changes to Tuesday’s Charles County Board of Commissioners meeting, canceling public comment and delaying several major agenda items, according to a public notice and a post shared by the county on Facebook at 3 p.m. Monday, April 13.

“Due to a lack of quorum, the agenda for the Charles County Board of Commissioners meeting scheduled for Tuesday, April 14, has been modified,” the county wrote in a Facebook post. “Commissioners will convene as planned to issue proclamations at 9 a.m. and to hold the scheduled public hearing at 6 p.m. A public comment session will not be held. All remaining agenda items are being rescheduled and will be addressed at a future meeting.”

Commissioners B.J. Bowling and Ralph E. Patterson II were in attendance for the morning proclamations, while Amanda Stewart, Thomasina Coates and Reuben B. Collins II were not present, leaving the board without a quorum.

The revised agenda removes a significant portion of the day’s business, including commissioners’ comments, approval items, budget work sessions, a closed session, afternoon briefings and new business.

Among the items originally scheduled for discussion:

  • Fiscal 2027 budget planning, including operating revenue estimates, a first review of the proposed general fund and agency funding highlights.
  • Review of fiscal 2027 capital improvement projects.
  • Discussion of the Charles County Volunteer Fire Tax Credit.
  • The Charitable Trust fiscal 2027 budget presentation.
  • Discussion on the cost of DMV Soldiers semi-pro basketball home games at St. Charles High School.
  • An update on American Rescue Plan Act funding.
  • Discussion on crosswalk realignment at Washington Avenue in La Plata.

The change also affects residents who planned to participate in the meeting. The 5 p.m. public comment session is now listed as canceled.

The 6 p.m. session will include budget amendments and transfers, a letter of commitment for Western Parkway Phase Three and updates to the county pension plan. Commissioners will also hold a public hearing on Proposed Bill 2026-(02), which addresses compensation for members of the Animal Matters Board. The hearing will be held in a hybrid format, allowing both in-person and virtual participation.

The agenda lists the next scheduled Board of Commissioners sessions for April 21-22, when the postponed items are expected to return.
