SEVERN, Md. — A Glen Burnie man was arrested Tuesday in Anne Arundel County on charges alleging he secretly recorded an underage family member over several weeks in 2024.

Deputies with the Anne Arundel County Sheriff’s Office located and arrested Joseph Glenn Kolbe Jr., 45, in the 1400 block of Grimm Road in Severn on Dec. 9, 2025, after two unsuccessful attempts to serve a warrant at his home days earlier.

According to investigators, the case began when an Anne Arundel County Police child abuse detective reported evidence that Kolbe had allegedly carried out repeated acts of visual surveillance and recording of the juvenile victim in states of undress.

Kolbe was taken into custody without incident and transported to the Jennifer Road Detention Center.

He is charged with the following offenses:

• Visual surveillance in a private location without permission and with prurient intent — 12 counts
• Visual surveillance of a private area — 11 counts
• Peeping Tom — 12 counts
• Sexual abuse of a minor — 1 count (felony)

Court records show Kolbe appeared for bail review on Dec. 10, where he was ordered held without bond. A preliminary hearing is scheduled for Jan. 7, 2026, in Annapolis.

The arrest warrant, originally issued Dec. 5, was served following the discovery of Kolbe’s vehicle at a relative’s home, officials said. The investigation remains ongoing.
