Severn Man Charged In Shooting During Memorial Gathering At Maryland Home

GLEN BURNIE, Md. — Anne Arundel County Police have arrested a Severn man following an investigation into an August shooting that injured a man during a memorial service in Glen Burnie.

Detectives identified Philip Dean Bell, 30, of Severn, as the suspect after nearly two months of investigation by the department’s Northern District detectives. On Tuesday, Oct. 14, police executed a search warrant at a residence in Severn, where they reportedly recovered evidence believed to be connected to the shooting. Bell was taken into custody without incident.

According to charging documents, Bell faces multiple counts including first- and second-degree assault, reckless endangerment, firearm use in a felony or violent crime, and several handgun-related offenses. He is being held without bond pending a bail review hearing scheduled for Wednesday in Annapolis District Court.

The charges stem from a disturbance that occurred on Aug. 18, 2025, around 7:45 p.m. Officers from the Northern District and a K-9 unit responded to the unit block of Brooks Terrace Road after reports of gunfire. When officers arrived, they found a large crowd gathered for a memorial service at the home and located an adult male suffering from a non-life-threatening gunshot wound.

Emergency personnel transported the victim to the R Adams Cowley Shock Trauma Center in Baltimore for treatment. Investigators determined the shooting took place after a fight broke out among attendees of the memorial for the recently deceased homeowner. The suspect fled on foot before police arrived.
