PRINCE FREDERICK, Md. — A St. Leonard man was arrested and charged after allegedly disrupting operations at Saint Leonard Elementary School and attempting to leave campus with a student despite not being listed as an authorized pickup, according to court documents.

Brion Wesley Brookins, 39, of St. Leonard, is charged with disturbing school operations, disorderly conduct, disturbing the peace, and obstructing and hindering. The incident occurred Feb. 3, 2026, at Saint Leonard Elementary School in Calvert County.

According to the statement of probable cause, a Calvert County Sheriff’s deputy assigned as a School Resource Officer responded to the school at approximately 2:24 p.m. for an unknown problem involving a student. Upon arrival, the deputy observed a man and a woman outside near the sidewalk and heard loud knocking on a window near the front entrance. School staff inside appeared visibly distressed and pointed toward the individuals.

The deputy approached the man, later identified as Brookins, who was standing with a child and zipping her coat. The deputy made multiple clear requests for identification. Authorities state Brookins ignored repeated commands, continued walking away, and said he did not have to provide his name.

School staff advised that the child had not been properly checked out under school procedures. Court documents further state Brookins was not listed on the child’s birth certificate, was not identified in the E-School system as an authorized individual permitted to pick up the child, and was not listed in school records as an approved pickup.

Given the uncertainty about authorization and staff concerns, deputies attempted to clarify the situation. According to the report, Brookins continued refusing to identify himself and held his phone up as if recording deputies. His lack of cooperation allegedly hindered the investigation into whether the child had been lawfully released.

Additional deputies responded to assist. Staff reported that Brookins had entered the building after being allowed in by a maintenance worker and was yelling inside the school and later in the parking lot. Authorities state his actions disrupted school operations and at one point prevented a school bus from exiting the lot.

Deputies ultimately separated the child from Brookins and escorted her safely back inside the school. Brookins was placed in handcuffs. He was later identified through a California driver’s license as Brion Wesley Brookins. A records check revealed an active Maryland State Police warrant for driving on a suspended license, and his California driver’s license was also confirmed to be suspended.

Brookins was transported to the Calvert County Detention Center and charged accordingly. He was later released on his own recognizance.

He is scheduled for trial on March 18, 2026, at 1:00 p.m. in Calvert District Court, Courtroom 1.

No injuries were reported in connection with the incident.

  1. I hope action will be taken as to HOW this person got into the building. This could have been a tragedy.

  2. “He was later released on his own recognizance” JFC why!?!?! So he can go right back to that child and attempt to take them again?!?!?!

  3. Wow. Everyone knows you have to show an id to get into Saint Leonard elementary. Why would you take a short cut to pick up your kid unless your not allowed to. And to make a scene? There is more kids there than just your own. This guy doesn’t care about his neighbors kids safety. I hope they look at this a little closer. Seems like a loose cannon.

  4. To the legal guardian of the child: You can walk into the district court and request a protective order for the child. You can do it without a lawyer.
