On May 4 at 3:30 p.m. Cpl. G. Shrawder conducted a traffic stop on a vehicle at Calvert Beach Road and Irving Street in St. Leonard. He found the driver, identified as Joseph Ray Townsend, 21 of Waldorf, to be in possession of suspected drugs and drug paraphernalia. Townsend was arrested and charged with possession of a controlled dangerous substance of a schedule I drug; synthetic marijuana, and two counts of possession with intent to use drug paraphernalia; one glass smoking device and one metal smoking device.
