At 1:52 p.m. on June 12 Charles County Sheriffโs officers responded to Ashford Circle in Waldorf for the report of a vehicle driving through yards. While officers were en route, the same vehicle, driven by a female suspect, was reported to have hit two unoccupied parked vehicles, including a Sheriffโs Office cruiser, and the driver fled on foot.
Theย suspect thenย went into a garage and stole a portable phone, which she later threw into another residenceโs yard.ย She then approached another woman waiting in a van at a bus stop with the window rolled down. The suspect asked the woman for a ride and when she declined, the suspect pulled the womanโs hair.
The suspect then walked into another a house and a young child inside told his father there was a stranger in the home. The father escorted the woman onto the porch and police arrived and placed her under arrest.
As an officer attempted to place her in a cruiser, she assaulted the officer, causing minor injuries to his ribs. She was transported to the Charles County Detention Center and the officer was treated at Civista Medical Center. Officer D. Snyder investigated.
The suspect was identified as Arlisa Monice Carter, 26, of Washington, D. C., and was charged with two counts of assault, burglary, theft and numerous traffic violations. While she was being processed at the detention center, Carter assaulted an inmate who was also in a holding cell and tore the inmateโs shirt. Det. K. Keelan investigated the assault and charged Carter with assault, theft and robbery.
Later, while awaiting a bond review in the court holding facility, Carter became disorderly and failed to obey the orders of correctional officers. She was then charged with disorderly conduct and disobeying a verbal order.
Carter remains incarcerated at the Charles County Detention Center on two $10,000 bonds and a $50,000 bond.
