On April 10 at 9:54 p.m. Dep. C. Ward went to assist a vehicle he saw leave the roadway and travel through a field after the driver appeared to have lost control on Mt. Harmony Road in Owings.
Dep. Ward made contact with the driver who had exited the vehicle to check for damages. The driver appeared unhurt. Dep. Ward observed the driver to have slow, slurred speech and droopy eyelids.
The driver was identified as Christopher Michael Shaner, 23, of Chesapeake Beach. Shaner was charged with driving under the influence. A search incident to arrest revealed suspected drugs.
Shaner was also charged with possession of Amphetamine and Dextroamphetamine, and possession of drug paraphernalia; a hypodermic needle.
