
DUNKIRK, Md. — An Annapolis man was arrested in Dunkirk after deputies said he was driving erratically and showed signs of impairment, leading to drug-related charges following a traffic stop in Calvert County.
Steve Ramirez Cubas, 36, of Annapolis, faces multiple charges stemming from the April 4, 2026 incident along Southern Maryland Boulevard.
According to court documents, deputies were dispatched around 6:34 a.m. for reports of a possibly intoxicated driver operating a blue Chevrolet Silverado traveling southbound near Brickhouse Road. The caller reported the vehicle had been in a turn lane before continuing down the roadway.
A deputy located the truck near Ferry Landing Road and observed it stopped at a green light before continuing south. Emergency lights were activated, and the vehicle eventually pulled over near the Country Plaza Shopping Center.
When the deputy approached, Cubas was found leaning against the driver’s door and appeared disoriented. Authorities noted he had slurred and incoherent speech, lethargic movements, and difficulty maintaining focus. Despite those observations, no odor of alcohol was detected.
Cubas told deputies he was coming from the Melting Pot restaurant and was heading home. He stated he had not been drinking and denied using drugs.
During field sobriety testing, deputies observed multiple indicators of impairment. Investigators reported Cubas had difficulty maintaining balance, missed steps, and failed to complete tasks as instructed. Officers also noted physical indicators consistent with possible drug use, including white residue and nasal discharge on his clothing.
A preliminary breath test later showed a result of 0.00, ruling out alcohol impairment.
Based on the totality of observations, deputies determined Cubas was impaired by a controlled dangerous substance and placed him under arrest.
A search incident to arrest revealed several pills and drug-related items, including a white cylindrical pill marked “G 66/2/4,” two half pills with similar markings, a round pill marked “A 57,” and a cut straw containing white powder residue. Authorities suspected the pills to be Xanax.
Additional medications, including gabapentin, hydroxyzine, and suboxone, were located inside the vehicle and were reportedly prescribed to Cubas.
Cubas was transported to the Calvert County Detention Center, and the suspected pills were submitted to the Maryland State Police lab for testing. He later declined to complete a Drug Recognition Expert evaluation.
Cubas has been charged with possession of a controlled dangerous substance (not cannabis), along with several traffic-related offenses connected to impaired driving.
Court records show Cubas was released after posting a $1,500 unsecured personal bond on April 4, 2026.
A hearing is set for May 29, 2026 in Calvert District Court.
