
CHESAPEAKE BEACH, Md. — Despite a new administration being voted in on Nov. 5, 2024, the outgoing administration continues to draw attention over questionable financial allocations.
Mayor Mahoney, who opted not to run for another term, approved a severance package on Dec. 4, 2024, for Town Administrator Holly Wahl, who has served since January 2017. The ordinance cites her “outstanding stewardship on behalf of the town.”
The package provides Wahl, who resigned, with a $150,000 payout — equal to six months’ salary and all accrued vacation leave, paid in a lump sum. The decision has sparked controversy and outrage in the small beach town. Residents have taken to social media and launched a petition urging the Town Council to reconsider and rescind the ordinance, arguing, “the emergency designation does not align with the principles of transparency, fiscal responsibility, and the public trust that underpin our governance.”
One section of the ordinance that residents find particularly alarming states, “The town agrees to hold Holly Wahl harmless in any future actions, including all indemnification and attorney fees for any action that may be pursued against her.”
Residents are also calling for an investigation into the town’s financials, which include recent skyrocketing water bills, Wahl’s salary, and education reimbursements. Chesapeake Beach resident Dan Duvall filed a Public Information Act request on Aug. 1, 2024, seeking details on the Town Administrator’s salary and whether town funds were used to pay for Wahl’s Ph.D. However, the request went unanswered.
Wahl’s resignation will take effect on Dec. 18, 2024, and will include the severance package.

She deserves it after having served the town unselfishly for her entire tenure. Daniel Duvall ran for town council in the most recent election and lost. Possibly sour grapes/ retribution on his part?
