Annapolis City Council Approves Downtown Parking Cost Increase Effective Immediately

ANNAPOLIS, Md. — Anyone hoping to enjoy sights and activities in downtown Annapolis will now have to plan for increased parking costs.

During the July 27 City Council meeting, the council voted to pass Resolution R-29-26 to update the “Fiscal Year 2027 Fees Schedule for City-owned parking facilities and metered spaces, rental operating licenses, moorings, and alcoholic beverage licenses and permits.”

Under the new rules, downtown metered parking will increase on a seasonal basis, from $3 per hour to $4 per hour from April to October. The rate will return to $3 per hour from Nov. 1, 2026, through March 31, 2027. Metered parking outside the downtown designated areas will remain at $2 per hour. Additionally, daily parking rates at the Mills Hillman Garage will increase to $25.50. One-hour parking will increase to $3.50, two-hour parking will increase to $7, and three-hour parking will increase to $17.25. The rate for parking up to three hours will remain unchanged at $11.75.

Annapolis accepts parking payments through several apps for its meters and garages.

Churchgoers can continue to park at the Larkin Street parking lot for free on Sundays from 6 a.m. to 3 p.m. Previously, parking was free at the Larkin lot until 2 p.m.

Mayor Jared Littmann said during the meeting that the revenue difference between introducing the new fees now versus through the regular process in September is $62,000. He later added that the impact of parking fees on annual revenue is “roughly” $465,000.

Alderman Harry Huntley, Ward 1, later clarified that the budget passed earlier this year assumes this parking increase already happened, so passing it tonight was essential not to lose revenue from the budget.

“That $62,000 is not like, ‘Oh boy, we get $62,000 if we pass it tonight,’ it’s ‘We have $62,000 fewer dollars if we don’t pass it tonight,'” Huntley said.

Alderman Keanuú Smith-Brown, Ward 3, added that the measure was necessary to support the constituency.

“We already considered it, decided it was best to meet those needs, and now we just need to officiate it,” Smith-Brown said, highlighting past discussions and public hearings held on the parking increases earlier this year.

The resolution passed and will be effective immediately.
