At 9:06 pm on March 8, Charles County Sheriff’s Sgt. J. Carlson conducted a traffic stop on a 2004 Pontiac at the intersection of Cobb Island and Rock Point roads in Cobb Island.
The rear seat passenger fled the vehicle when it came to a stop and ran into the woods. The suspect was identified as Joseph Lloyd Welch, 33, of Mechanicsville, who had three active warrants for his arrest.
Cpl. R. Leukhardt and K9 Draco responded to the scene and apprehended Welch in the woods off of Rock Point Road. He was charged with forgery, five counts of theft under $500 and second-degree escape.
Welch was being held at the Charles County Detention Center pending an appearance before a district court commissioner. Officer R. Bagley investigated.
