PRINCE FREDERICK, Md. — The Calvert County Health Department (CCHD) is pleased to announce the appointment of Dr. Andrew Holter as its new Deputy Health Director, effective June 2026.

Dr. Holter brings more than 20 years of experience in public health, public safety, organizational leadership, and government administration. Throughout his career, he has demonstrated a strong commitment to improving health systems, advancing effective and responsive public service, and building partnerships that strengthen systems of care and improve service to the community. Dr. Holter earned his Doctor of Philosophy in Psychology from Capella University in 2022, completing his dissertation on strategies to address nursing turnover in patient-facing health care settings. 

Prior to joining CCHD, Dr. Holter served as the director of administration for the Prince George’s County Health Department, where he directed administrative and fiscal operations for a public health agency with an annual budget exceeding $100 million. His portfolio included finance, human resources, grants, contracts, vital records, revenue operations, and organizational strategy with a focus on fiscal stewardship, operational performance, workforce support, and alignment of resources with public health priorities. Dr. Holter and his family live in Calvert County, where they enjoy exploring local playgrounds, parks, and the many places that make the county feel like home.
