Public Works LLC contract to calvert operational efficiency assessment

PRINCE FREDERICK, Md. — Calvert County Schools’ Board of Education (BOE) awarded a contract to Public Works LLC of West Chester, Pennsylvania, to conduct an operational efficiency assessment for the school district at their Nov. 13 meeting. The cost of the assessment will be $328,930.

An operational efficiency assessment is a tool used to evaluate how effectively and efficiently the district uses resources to support student achievement and organizational goals. Finance supervisor Sheldon Taylor said the assessment was a transparent way to provide a clear picture of how resources were being used and offer a data-driven tool to inform budget decisions through fiscal 2029.

The assessment will focus on resource optimization, operational effectiveness, alignment to a strategic plan, transparency and accountability, as well as other areas as needed. Finance, human resources, information technology, instruction, special education and student transportation will all be evaluated.

The district received 12 proposals for the assessment and interviewed five finalists before choosing Public Works LLC.

According to Superintendent Dr. Marcus Newsome, Public Works has served over 200 jurisdictions, has identified over $1 billion in savings, and their clients have accepted 99.5% of their recommendations. Their team includes past Maryland superintendents, and they’ve conducted assessments in several Maryland counties.

Several board members expressed concern about the cost of the assessment but ultimately went ahead with Public Works.

Public Works will be on-site at Calvert schools for five days and will hold interviews with department heads and request reports. The group will deliver a final report by Feb. 12, which will be made available to the public. The funding source is local funds.
