PRINCE FREDERICK, Md. — Calvert County opted to renew a critical tool that tracks and compiles data related to critical incidents in the county.

The Department of Technology Services (TS) manages the implementation, support and administration of county software applications. TS asked the Board of County Commissioners (BOCC) at the Dec. 16 meeting to review and authorize a contract for maintenance for the web-based Emergency Operations Center (WebEOC) application used by the Department of Public Safety, Emergency Management Division. WebEOC is an application which helps prepare for, respond to and recover from critical incidents.

The renewal also includes a new module, Crisis Track, which is designed to help the county gather and track information. This will help Calvert County conduct damage assessments and process Federal Emergency Management Agency grant applications for faster, more efficient and collaborative recovery management. Michael Grierson, Emergency Management Division chief, said that the county only has 30 days to report to Federal Emergency Management Agency (FEMA).

The service helps gather and assess data on damages around the county from incidents that’s essential for dealing with FEMA, which “wants that information presented very specifically,” as per Grierson.

Director of TS, Stephen Pereira, said that entering into a multiyear contract ensures price consistency for the county over the next few years.

Grierson also referenced the tropical storm Isaias, which hit the region in 2020. He said that they didn’t have this tool in place at this time, which made it challenging to get the proper resources or reimbursement from FEMA.

The contract will be for 36 months for a total cost of $128,841.89. $41,684.26 will be paid for year one, with a renewal date of Dec. 1, 2025.
