
PRINCE FREDERICK, Md. — This year’s proposed capital budget totals $86,217,635 for fiscal 2027, with a six-year Capital Improvements Plan totaling $569,439,722. Each fiscal year, staff prepare these budgets for review by the Board of County Commissioners in advance of a public hearing.
The capital program identifies infrastructure, facility, technology and enterprise investments necessary to maintain public safety, regulatory compliance, educational facilities, transportation infrastructure and utility systems, as per a memo submitted to the Board of County Commissioners by Danielle Russell, capital improvement projects and grants manager.
The recommended program that was presented to the Board of County Commissioners at the Feb. 24 meeting phases large projects across the six years to manage affordability, staff capacity and construction sequencing. The majority of the budget goes toward projects in education and public works/transportation. Projects include updates to Calvert Elementary School, Northern Middle School and Mt. Harmony Elementary School, as well as a new District 2 facility for the Sheriff’s Office and a mental health and medical unit at the county detention center.
In the presentation to the Board of County Commissioners, Russell outlined the following priorities for the capital budget and Capital Improvements Plan funds:
- Public safety and community well-being
- Clear and effective communication
- Fiscal responsibility and efficiency
- Education and generational investment
- Environmental stewardship and quality of life
Board of County Commissioners President Todd Ireland said the presentation was “the clearest picture we’ve seen” of how money will be spent on these projects.
Commissioner Catherine Grasso added that the presentation gave her a “great amount of confidence to move forward within the county.”
The public hearing will be held March 24.
