CHESAPEAKE BEACH, Md. – In Calvert County, a routine traffic stop on November 14, 2024, escalated into a significant narcotics and currency seizure, ending in the arrest of two individuals. Law enforcement officials discovered drugs, paraphernalia, and cash in a U-Haul vehicle during a traffic stop on East Chesapeake Beach Road near St. Andrews Drive.

Authorities identified the driver as Jay Norman Carroll, 62, of Glenn Dale, Maryland, and the passenger as Pamela Illene Wall, 41, of Washington, D.C. During the stop, officers were alerted to potential warrants for both individuals. Carroll and Wall were detained as deputies verified the warrants. While searching Carroll, deputies found folded bundles of cash totaling $1,613, a method often associated with tracking drug sales. Wall, during her search, was found with $760 and a blue pill suspected to be cocaine.

Further investigation of the U-Haul led officers to a glass pipe with burnt residue and copper wire inside, consistent with drug paraphernalia. Wall admitted there might be additional drugs in the truck, guiding deputies to a brown lunchbox in the backseat. Inside, deputies found paraphernalia, suspected cocaine, and additional pills matching those found on Wall.

The discovery extended to other parts of the truck, where additional drugs and paraphernalia were located. Both Carroll and Wall were transported to the Calvert County Detention Center. During booking, Wall was observed dropping a small green baggy containing a white powdery substance from her pants.

Deputies seized all items, including cash, paraphernalia, and suspected narcotics. Law enforcement indicated that the quantity of drugs, paraphernalia, and large amounts of separated cash suggested an intent to distribute controlled dangerous substances.

Background and Prior Incidentsย 

Wall has a history of criminal charges. In September 2022, she was implicated in a shoplifting incident at a Wegmans in Anne Arundel County. Surveillance footage and eyewitness accounts confirmed Wall had stolen nearly $500 worth of merchandise before fleeing in a borrowed vehicle. She was identified and charged following an investigation.

Carroll has no prior recorded incidents within Calvert County records but was reportedly cooperative with law enforcement during this traffic stop.

Chargesย 

Carroll now faces multiple drug-related charges, including possession with intent to distribute narcotics, possession of CDS (not cannabis), and possession of drug paraphernalia. Wall faces similar charges in addition to outstanding warrants.

The U-Haul truck was returned to the rental agency, and the case remains under review. Both suspects are awaiting their court dates in Calvert County. This case highlights ongoing efforts by law enforcement to combat drug distribution in the region.
