
LEONARDTOWN, Md. — A proposed 70-unit senior apartment building is moving forward in Leonardtown after the town’s Planning and Zoning Commission recommended approval of the project’s concept site plan.
The commission voted 3-0 on May 18, 2026, to advance Evergreen at Cedar Lane, an age- and income-restricted affordable housing project planned beside Cedar Lane Senior Living Community.
The proposed building would be constructed on a vacant parcel along Cedar Lane Road, near the existing Cedar Lane campus parking area and neighboring residential properties. Site materials show the project area on roughly 1.9 acres near Cedar Lane Court.
Plans call for a five-level building with a lower level, entry level and three upper floors. The project would include 70 total apartments, with a mix of one- and two-bedroom units. The lower level would contain five apartments, the entry level would include 14, and each of the three upper floors would include 17 units.
The building would also include office space, laundry areas, storage, meeting space and resident gathering areas.

Cedar Lane Senior Living Community currently includes 195 units on about 4.48 acres. The campus was established in 1974 and later expanded in 1980 and 2002. If the new building is built, the Cedar Lane campus would grow to 265 units.
The proposal is not fully approved. Evergreen at Cedar Lane still needs action from the Leonardtown Mayor and Town Council on requested zoning relief related to building height and residential density.
Town zoning standards generally limit senior housing density to 12 units per acre and building height to three stories. Project documents say the proposed building exceeds those limits, with the developer seeking additional height and density to make the affordable senior housing project feasible.
A letter submitted for the project says affordable senior housing developments often depend on tax credits, public funding and minimum unit counts to move forward. The project team argues the added height and density would allow more housing on land already connected to an established senior living campus while limiting the need for additional site disturbance.
Renderings show a large residential-style building with pitched roofs, multiple window groupings and a mix of exterior materials. The concept plan also shows parking, landscaping and pedestrian access around the building.

The property was brought into Leonardtown through a 2024 annexation and zoning action involving Cedar Lane properties. Town ordinance materials referenced a planned senior living facility with 70 units and one- and two-bedroom layouts.
Green Street Housing LLC is listed as the developer, with Cedar Lane Senior Living Community listed as the owner.
The proposal comes as Cedar Lane Road continues to draw development interest. Nearby activity includes new homes under construction in the Dogwood subdivision near Cedar Lane Road and Route 5, as well as other annexation activity along the corridor.
A public hearing on Evergreen at Cedar Lane is scheduled for 5 p.m. Monday, June 8, 2026, at Leonardtown Town Hall, 22670 Washington Street. Residents may attend the hearing or submit written comments to the Commissioners of Leonardtown by 3 p.m. June 8.
The requested approvals for building height and residential density will determine whether the 70-unit expansion can move toward construction.
