
LA PLATA, Md. — Charles County Government has released a new guide to help residents better understand how neighborhoods are developed and who is responsible at each stage, from planning through long-term maintenance.
The “Overview of the Development Process: Common Ownership Communities, Homeowners’ Associations, and Resident Guidance Document” outlines how development projects move from planning through long-term maintenance, and clarifies the roles of developers, the county, homeowners’ associations and residents.
“It goes over what is the developer from the beginning during the construction to the close out, when are the residents involved,” said Ray Shumaker of the Charles County Department of Planning and Growth Management.

What The Guide Covers
The guide is intended to address common questions from residents living in HOA and common ownership communities as the county continues to grow.
“As Charles County continues to grow, we have more and more residents moving into new subdivisions and HOA communities,” said Shumaker “As such, it seems like there’s some confusion as to where they fit in, who’s developing, when is the HOA responsible, is it the developer, is it the county.”
The document provides a step-by-step explanation of the development process, including:
- Roles and responsibilities of developers, the county, HOAs and residents
- Key phases such as planning, permitting, construction and inspections
- Opportunities for residents and HOAs to participate in walkthrough inspections
- Long-term maintenance responsibilities, including stormwater management systems
- Frequently asked questions about roads, amenities, permits and HOA governance
Shumaker said the guide serves as a foundational resource for residents and HOA boards navigating the development process.
“It gives the resident, the HOA board, the groundwork … it has a tremendous amount of resources,” Shumaker said.
Focus On Growth And Transparency
County officials emphasized the importance of education and engagement as development continues across Charles County. Residents often have questions about timelines, infrastructure acceptance, and when responsibility shifts from developers to HOAs, particularly in newer communities. The guide is designed to provide clarity on those processes and help residents better understand what to expect before, during and after construction.
Shumaker said the guide helps define those roles and timelines more clearly.
“This guide was trying to piece all that together in one easy to read document to help with transparency and actually it helps involve the residents to be an active participant in the process,” Shumaker said
