The county’s Public Event Permit Guide brings together key information, outlining what qualifies as a public event, how to apply for a permit and what additional approvals may be required, helping organizers navigate the process efficiently and keep events on track.
What Requires A Permit
According to the county, most organized public activities require a permit. This includes festivals, fairs, concerts, vendor markets, charity events, parades, races and promotional events. Holiday celebrations, demonstrations and large community gatherings also typically require approval.
Events that generally do not require a permit include routine business operations, private gatherings such as birthdays, weddings and family reunions, regular religious services and school-sponsored sporting events.

Application Process And Timeline
Organizers are encouraged to start the process early. The county recommends submitting permit applications at least 45 days before the event to allow time for review and coordination.
Applications are submitted through the county’s Citizen Self Service portal and may require supporting documentation such as site layouts, safety plans and affidavits based on the type and location of the event.
Events held in certain areas, including planned unit developments or county-owned properties, may require additional approvals.
The guide outlines several factors that could require additional permits or coordination:
- Food service requires approval from the health department.
- Alcohol service requires a temporary license.
- Events expecting more than 1,000 attendees may require bonding and additional safety measures.
