Tor Chiumba P. Campbell

PRINCE FREDERICK, Md. — A Laurel man has been charged with possession of drug paraphernalia following a late-night traffic stop in Prince Frederick during which deputies reported finding an item containing suspected controlled dangerous substance residue, according to court records.

Tor Chiumba P. Campbell, 50, was arrested Jan. 2, 2026, after a Calvert County sheriff’s deputy observed a silver Honda CRV traveling southbound on Solomons Island Road near Oakland Hall Road with a headlight inoperative. The deputy initiated a traffic stop after activating emergency lights and siren, and the vehicle came to a stop a short distance away, police said.

According to the statement of probable cause, the deputy detected an odor consistent with phencyclidine, commonly known as PCP, upon making contact with the driver. Campbell was identified as the operator of the vehicle and exhibited slurred speech and delayed responses, indicators the deputy said were consistent with impairment based on training and experience.

Court documents state the deputy conducted standardized field sobriety tests, during which Campbell was unable to complete several portions of the testing as instructed. The report notes additional indicators of impairment, including lack of smooth pursuit during eye testing and difficulty following directions.

A records check revealed Campbell did not possess a valid driver’s license at the time of the stop and that the vehicle’s registration was not on file. Deputies also learned the vehicle had previously been registered in another state.

Following the roadside investigation, deputies conducted a search of the vehicle. According to police, an empty vial containing suspected PCP residue was located on the floor behind the passenger seat. The item was seized as evidence and submitted for laboratory testing.

Campbell was taken into custody and transported to the Calvert County Detention Center without incident, where he was charged with possession of drug paraphernalia.

According to court documents, Campbell was released the following day on an unsecured personal bond set at $3,500, which was posted. A trial scheduling hearing is set for Feb. 25 in Calvert District Court.
