
OWINGS, Md. — A Calvert County traffic complaint led to the arrest of a man who exhibited severe signs of impairment, failed to follow deputy instructions, and ultimately admitted to heavy alcohol consumption.
On March 2, 2025, at approximately 11:20 a.m., Deputy K. Grabili responded to reports of a red SUV with its front bumper hanging off, swerving across lanes near Route 2 and East Mount Harmony Road. Dispatch advised that the driver was struggling to maintain control of the vehicle. Soon after, deputies spotted the vehicle, a 2024 Mitsubishi Eclipse, heading south on Route 2, crossing the solid yellow line and veering toward oncoming traffic.
According to law enforcement, the vehicle entered the Route 2/Route 4 public parking lot, where multiple deputies attempted to make contact. The driver, later identified as Deontrae Montrell Morgan, 31 of Lusby, reportedly ignored officers’ knocks on his window before reluctantly rolling it down. Authorities noted the vehicle’s windows were heavily tinted, making visibility difficult.
Upon exiting the vehicle to inspect the damage, Morgan displayed visible signs of impairment, struggling to maintain balance, slurring his speech, and failing to respond to questions promptly. When asked about medication use, Morgan vaguely mentioned taking ibuprofen and “other things.” Instead of answering further, he re-entered his vehicle and called his mother. Deputies repeatedly instructed him to exit the car, but he refused.
Officers then forcibly removed Morgan from the vehicle and took him to the ground, where he resisted by keeping one arm tucked under his body. Once in handcuffs, deputies escorted Morgan to a patrol vehicle, though he reportedly continued resisting efforts to be searched. After locating his keys, authorities transported him to CalvertHealth Medical Center for medical clearance before booking him into the detention center.
During transport, officers noted the distinct odor of alcohol emanating from Morgan. At the hospital, he was unable to stand unassisted, prompting deputies to carry him by the arm. Morgan repeatedly fell out of a chair in the hospital room and vomited multiple times. Deputies stated that with each instance of vomiting, the odor of alcohol became stronger. While being questioned, Morgan mistakenly believed it was the middle of the night and had to be informed that it was actually 12:20 p.m.
Morgan eventually admitted to heavy alcohol consumption but denied drug use. After receiving a CAT scan, medical staff cleared him for transport to the Calvert County Detention Center. When asked again about his condition during intake, Morgan repeated that he had consumed alcohol.
Morgan now faces multiple charges, including CDS possession with intent to distribute (PCP/LSD/hallucinogens), possession of narcotics with intent to distribute, possession of drug paraphernalia, and driving under the influence.
A bond review hearing was held on March 3, 2025, before Judge Robyn Riddle, who ordered Morgan to be held without bond. A preliminary hearing is scheduled for April 2, 2025, at Calvert District Court.
